Panetta lists plans if bin Laden is caught

WASHINGTON (UPI) -- If Osama bin Laden or his deputy were captured, they would be held by the military, likely at the Guantanamo Bay, Cuba, prison, CIA Director Leon Panetta said.

Panetta's comments to the Senate Intelligence Committee Wednesday marked the first time any Obama administration official outlined a detention plan for al-Qaida's top leaders, The Washington Post reported.

"We would probably move them quickly into military jurisdiction at Bagram (Air Force Base in Afghanistan) and then eventually move them probably to Guantanamo," Panetta testified.

Panetta's statement offered some indication of the administration's thinking about the future of the detention facility even as officials say they still want to close the prison, the Post said. The Obama administration hasn't moved a detainee to the detention camp and the last person sent there during George W. Bush's administration arrived in 2008. The camp houses 172 detainees.

Congress has barred the administration from moving Guantanamo detainees to the United States for any purpose, including a trial.

After Panetta spoke, Director of National Intelligence James R. Clapper Jr. said if either bin Laden or his deputy, Ayman al-Zawahiri , were captured, "I think that (their capture) would probably be a matter of some interagency discussions as to, you know, what their ultimate disposition would be and whether they would be tried or not."
